Timothy was born to Paul Francis McGinley and Sarah Frances Gambil on April 17, 1953, in Wichita Falls, Texas. Shortly afterwards, his family relocated to Tucson, Arizona.
Timothy loved growing up in Tucson! He often shared stories of his childhood in Tucson. One special story was about the night he spent alone in the desert near Mt. Lemon as part of his Boy Scout survival training. He also had fond memories of his childhood friends. He would often share humorous stories about growing up with his two brothers, Mike and Pat. The three brothers were close and created antics as brothers should. Frequently his family enjoyed water skiing and boating trips to Lake Havasu and Lake Powell.
Tim attended Wright Elementary School and MaGee Junior High School before graduating in 1971, from Sahuaro High School. While in high school Tim was a member of Top Cats, an organization similar to the Honor Society. He ran track and was an excellent tennis player. During this time, he was also an acolyte while attending St. Philips in the Hills Episcopal Church.

During his professional life, Tim traversed the globe, traveling multiple times to many countries including Norway, Scotland, China, Indonesia, Ecuador and Canada.
He published numerous professional articles on petrophysics and was internationally well known and respected in the oil and gas industry as an expert in his field. During his career he was a recipient of the A.I.Levorsen Award for best article written and presented at the annual Southwest section of the American Association of Petroleum Geologists..
On July 23, 1976, Timothy met his wife, Sarah, in Hobbs, N.M. while he was a well site engineer for Schlumberger Well Services and she was a first-grade teacher at Jefferson Elementary School. After almost a year of dating, they were married in Ruidoso, N.M. on June 4, 1977, at the Episcopal Church of the Holy Mount.
An avid bicycler, marathon runner and triathlete, over the years Tim competed in all, close to fifty athletic events. Tim even ran marathons with some of his children.
